早年與教育
1961年他畢業於波特蘭的 Cleveland High School [2]。1965年獲得斯坦福大學的學士學位，1969年獲得耶魯大學法學院的法律博士。
職業
1970年他與其他幾名耶魯大學法學院的畢業生一起創建了自然資源保護委員會，並擔任該組織的法律顧問[3][4]。
1976-79年，他擔任加州水資源控制委員會主席；1979-82年，他擔任加州公用事業委員會主席。
